PHIP New Enrollment Presentations Start March 1st

The PERS Health Insurance Program (PHIP) has scheduled new enrollment meetings throughout the year to be held at PERS Headquarters in Tigard, for those retirees who will become Medicare eligible whether due to turning 65 years of age or due to disability within the next 12 months. We also encourage PERS members to attend who may be considering retirement within the next year and have questions regarding their healthcare options at retirement.

These meetings include Medicare enrollment timelines, PHIP medical and dental plans, and an overview of our program. Meetings last approximately 1.5 to 2 hours

NOTE: Space is limited at the Tigard location; pre-registration is required.

Beginning in May, PHIP will hold New Enrollment presentations in the Portland Metro area, Salem and surrounding areas, and Bend. Please check back regularly for schedule updates.

2017 PHIP Premium Rates Change Effective January 1

Effective January 1, the 2017 PERS Health Insurance Program (PHIP) premiums will take effect.

For PHIP members who have health insurance premiums deducted directly from a pension benefit, your monthly direct deposit will automatically adjust to reflect the new premium rate. If the new monthly premium exceeds the monthly PERS pension benefit, PHIP will notify you by mail.

For PHIP members who have health insurance premiums deducted directly from a checking or savings account through Electronic Funds Transfer (EFT), your EFT will automatically adjust to the new premium rate. Please make sure funds are available for the January 1 change.

If you are currently enrolled in bill-pay through your bank, you will need to notify your bank of this change.

PERS Health Insurance Program (PHIP) – Moda Health Plans

Updated as of February 8, 2016 

PHIP learned on Monday, February 08, 2016, that the Department of Consumer and Business Services has lifted the January 27 Order of Supervision on Moda Health Plans, Inc.

All PERS sponsored Moda Health Plan policy holders will be able to keep their current plan and all provider contracts, including pharmacy will remain in effect.

Alert From The Oregon Department of Consumer Affairs

On 2/3/16, the Oregon Department of Consumer and Business Services (DCBS) issued the following media release:

Consumers alerted to potential scams

Salem — The Oregon Department of Consumer and Business Services (DCBS) urges consumers to protect themselves from potential scams in light of the uncertainty caused by the financial troubles of Moda Health Plan Inc.

DCBS is aware of multiple incidents in which consumers worried about the status of their insurance with Moda receive calls from people who claim to be able to help them. The incidents involve callers who ask for personal information, including Social Security numbers, and who threaten to cut off consumers’ coverage if they do not act immediately.

Consumers who receive any such calls about Moda should not provide any of their personal information. It likely is a scam. Decisions have not been made about whether Moda customers will need to find new plans. Communications about such decisions will come from either Moda or the State of Oregon.

To protect consumers and ensure claims are paid, DCBS has assumed control of Moda’s financial decisions. The department is working with Moda on a plan to improve its financial condition. Once the plan is finalized, more information will be released.

In the meantime, Moda customers can continue to access services and get their claims paid.
