Important Announcement:
The PERS Board has approved open enrollment for the 2027 plan year due to major program changes.
What is Open Enrollment?
The PERS Board has the authority to establish an open enrollment period whenever there are major changes to PHIP such as changes to administrative rules that may have restricted enrollment in the past.
This provides an opportunity for retirees, their spouses and dependents to enroll in PHIP even if they previously decided against participating in the program. Additionally, it allows eligible retirees who previously left PHIP to rejoin the program.
What’s changing?
Updates to Oregon Administrative Rule (OAR) will:
• Remove enrollment barriers for PERS retirees’ spouses
• Allow members to enroll in a PHIP dental plan without enrolling in a PHIP medical plan
Open enrollment dates:
Open enrollment will run from October 1 through November 15.
During this period, all eligible retirees may enroll in:
• A PHIP Medicare plan
• A PHIP non-Medicare plan
• A stand-alone dental plan.
Coverage will begin on January 1, 2027.
Important reminder
This is a special, one-time open enrollment opportunity for the 2027 plan year only. If you do not enroll during this period, you will not be able to enroll later unless you experience a qualifying enrollment opportunity.
What you need to do
• Review your plan available options carefully
• Complete your 2027 Enrollment Request Form
• Submit your form by November 15

Current PHIP Members
• The annual plan change period is from October 1 through November 15. If you want to change plans under the PHIP umbrella for 2027 please review the Plan Change requirements which requires additional documentation.
• If you are currently enrolled in PHIP and do not want to change plans, you do not need to do anything.
